Introduction
KL 33 MLA Connect ("the App") is provided by the MLA Office, Changanassery Constituency, Kottayam District, Kerala, to help constituents reach their MLA's office, report grievances, and stay updated on local news and events. This Privacy Policy explains what information the App collects, how it is used, stored, and protected, and the rights you have over it under India's Digital Personal Data Protection Act, 2023 (DPDP Act). By using the App, you agree to the practices described here.
Who Is Responsible For Your Data
The MLA Office, Changanassery Constituency is the Data Fiduciary for information collected through the App, as defined under the DPDP Act, 2023. All complaint, service-request, and account data you submit is used solely to operate the App and to help the MLA's office serve the Changanassery constituency.
Information We Collect
- Account details: your name and mobile number, used to sign you in via a one-time password (OTP) — no password is stored.
- Complaints and service requests: the category, description, address, and — only if you choose to attach them — your location coordinates and photos.
- Track Request history: the status and update history of complaints you've submitted.
- Device information: a randomly generated device identifier and, if you allow notifications, a push-notification token — neither reveals your identity on its own.
- Content you create: if you're MLA-office staff or admin, the news and event posts you publish.
We do not collect background location, contacts, browsing history, or any data unrelated to the services above.
How We Use Your Information
We use your information to: verify your identity via OTP; create, route, and update your complaints and service requests; notify you about their status and about constituency news and events; and let MLA-office staff manage and resolve complaints. We do not use your data for advertising, and we do not sell it to anyone.
Data Storage & Security
Your name and mobile number are encrypted at rest in our database, using a key that is held only in a server-side environment variable, never stored alongside the data itself. On your device, your login session and any staff/admin credentials are kept in the platform's own secure storage — the iOS Keychain or Android's Keystore-backed encrypted storage — never in plain preference files. All traffic between the App and our servers is encrypted in transit (HTTPS).
Sharing & Third Parties
We do not sell your data or share it for marketing. Push notifications are delivered through Firebase Cloud Messaging (Google) purely as a delivery pipe — it only handles the token needed to route a notification to your device, not the content of your complaints. We do not use any advertising or analytics SDKs in this App. Information may be disclosed if required by law or a valid government/legal request.
Your Rights
Under the DPDP Act, 2023, you can ask us to: give you a summary of the personal data we hold about you; correct or update inaccurate details; erase your account data, subject to records we're legally required to keep (e.g. an already-resolved complaint's history); and withdraw consent at any time by discontinuing use of the App. To exercise any of these, contact us using the details below.
Data Retention
We keep your account and complaint data for as long as your account is active, and for a reasonable period afterward to resolve any pending grievance, comply with record-keeping obligations, and prevent misuse. You may request earlier deletion as described above.
Children's Privacy
The App is intended for constituents capable of entering into a legal agreement (18 years or older) and is not directed at children. We do not knowingly collect data from children. If you believe a child has provided us information, contact us and we will delete it.
Changes To This Policy
We may update this Privacy Policy as the App's features change. Material changes will be reflected here with an updated date. Continued use of the App after a change means you accept the revised policy.
